Marriage in Turkey for foreigners takes place through a civil ceremony at a municipal marriage office (evlendirme dairesi) between a Turkish citizen and a foreign national. Because the documents the foreign partner obtains from their home country must be apostilled and carry a sworn translation, the process requires more preparation than a marriage between two Turkish citizens. Fast Danışmanlık supports couples at every stage of the marriage procedure, from drawing up the document list to the family residence permit after the wedding, the foreign spouse's work permit and citizenship planning.
How do foreigners get married in Turkey?
To marry a foreigner in Turkey, the couple applies to the marriage office with a certificate of no impediment (evlenme ehliyet belgesi) showing that nothing prevents the foreign partner from marrying, a birth certificate, a passport and a health report for each partner. If the documents are approved, a wedding date is set; the ceremony is performed before the marriage officer and two witnesses, with a sworn interpreter present if the foreign partner does not speak Turkish. Two foreigners can also marry in Turkey; in that case, both partners' documents are prepared with the same care.
Documents required for marriage in Turkey
The document list may vary slightly depending on the marriage office where the ceremony will take place and the foreign partner's nationality. That is why the relevant office's current list should be confirmed before you apply. The documents generally requested are:
For the foreign partner
- Passport: the original valid passport and a notarized Turkish translation of its identity page
- Certificate of no impediment (certificate of single status): an official document showing that the partner is single and that there is no legal obstacle to their marriage
- Birth certificate: a full birth record showing the parents' names and the birth details
- Apostille and sworn translation: documents issued abroad must carry an apostille (or consular legalization for countries that are not party to the Hague Apostille Convention), and must be translated into Turkish by a sworn translator and notarized
- Health report: a report from an authorized health institution in Turkey showing no illness that would prevent marriage
- Passport photos: recent, in the number the office requests
- If previously married: a finalized divorce decree or the former spouse's death certificate showing that the previous marriage has ended (apostilled and translated)
For the Turkish citizen partner
- Turkish ID card (T.C. kimlik kartı) or old-style identity card (nüfus cüzdanı)
- A health report showing no illness that would prevent marriage
- Passport photos
- A civil registry record (nüfus kayıt örneği), which some offices request
Many marriage offices require the certificate of no impediment and the birth certificate to be recent, usually issued within the last 6 months. Obtaining documents too early can mean redoing the apostille and translation and paying extra costs.
What is a certificate of no impediment and where do you get it?
The certificate of no impediment is an official document showing that the foreign partner has the capacity to marry under the law of their own country, is single, and faces no obstacle to marriage. Depending on the country, it may be issued as a "bekarlık belgesi" (certificate of single status), a "certificate of no impediment" or a "single status certificate". It can be obtained from the civil registry or municipal authority in the foreigner's country, or from that country's consulate in Turkey. Whether a certificate obtained from a consulate needs an additional approval varies by country; we clarify this detail before you apply.
How do the apostille and sworn translation work?
An apostille is a certificate issued by the competent authority of the country where a document was issued, allowing the document to be used in countries party to the Hague Apostille Convention without any further legalization. The apostille is added in the country where the document was issued; it cannot be added later in Turkey. Documents from countries that are not party to the convention must instead be certified by that country's competent authority and by the Turkish consulate. Once apostilled, the document is translated into Turkish by a sworn translator in Turkey and notarized.
Applying to the marriage office: the wedding process
- Confirming the document list
We confirm the current list with the marriage office of the municipality where the ceremony will take place, and identify any nationality-specific additional requirements from the start.
- Obtaining the documents, apostille and translation
Foreign documents are apostilled, translated by a sworn translator and notarized.
- Health reports
Both partners obtain a report from an authorized health institution confirming that they have no illness that would prevent marriage.
- Application and wedding date
The couple applies to the marriage office with the documents; if everything is in order, the wedding date and time are set.
- Wedding ceremony
The ceremony is performed before two witnesses; a sworn interpreter attends if the foreign partner does not speak Turkish. The couple receives their marriage booklet (evlenme cüzdanı) at the ceremony.
- International marriage certificate
To register the marriage in the foreign spouse's country, a multilingual international marriage certificate (Formula B) is requested.
Consular formalities and registering the marriage
A marriage performed in Turkey is not automatically recorded in the foreign spouse's country; likewise, a marriage performed abroad is not automatically entered in the Turkish civil registry. For the marriage to be recognized in both countries, it must be reported to the correct authority:
| Where did the marriage take place? | What needs to be done | Where to apply |
|---|---|---|
| In Turkey | Registering the marriage in the foreign spouse's country | The foreign spouse's consulate in Turkey or the civil registry authority in their country |
| Abroad | Entering the marriage in the Turkish citizen spouse's civil registry record | The Turkish embassy or consulate in the country concerned, or the civil registry office (nüfus müdürlüğü) in Turkey |
If the marriage is not entered in the Turkish civil registry, problems arise at later steps such as the family residence permit and citizenship. That is why we recommend completing the registration right after the wedding.
Family residence permit after marriage
A foreign spouse married to a Turkish citizen applies for a family residence permit in order to live in Turkey. A family residence permit can be issued for a maximum of 3 years at a time and must be renewed before it expires. The application is made through the e-İkamet system, followed by an appointment at the Provincial Directorate of Migration Management. Typical documents:
- Application form, passport and a copy of the passport
- 4 biometric photos
- Marriage certificate and the Turkish citizen spouse's civil registry record
- Valid health insurance
- Proof of address (rental contract or title deed)
- Documents showing the supporting spouse's income
- Payment receipt for the fee and the 964 TL card fee
The fee depends on the foreign spouse's nationality; you can check the amount in advance with our residence permit fee calculator. If your application is refused because of missing documents or an address problem, our article on what to do when a residence permit is rejected will guide you.
Amounts are valid for 2026 and are updated when the legislation changes. The current tariff of the Presidency of Migration Management (PMM) is the definitive reference for the exact amount.

A foreign spouse who has been married to a Turkish citizen for at least 3 years can apply for citizenship by marriage under Article 16 of the Turkish Citizenship Law (No. 5901). Marriage does not grant citizenship automatically; the applicant must meet the following conditions:
- Being married to a Turkish citizen for at least 3 years, with the marriage still continuing
- Living together in family unity, with the marriage actually ongoing
- Not engaging in any activity incompatible with the marital union
- Having no circumstance that poses an obstacle in terms of national security and public order
The application is made to the Provincial Directorate of Civil Registration and Citizenship (İl Nüfus ve Vatandaşlık Müdürlüğü), or to the consulate if you live abroad, and the assessment looks into whether family unity is genuinely continuing. You can check whether you meet the conditions with our Turkish citizenship eligibility test, and compare all routes in our Turkish citizenship guide. We explain the path from a family residence permit to citizenship step by step in our article from residence permit to Turkish citizenship.
Work permit for a foreign spouse and the 3-year criteria exemption
A family residence permit does not by itself give the right to work; for the foreign spouse to work in Turkey, the employer must apply for a Turkey work permit. The length of the marriage provides a significant advantage here:
| Situation | How the work permit is assessed |
|---|---|
| Married to a Turkish citizen for less than 3 years | The general criteria apply: at least 5 Turkish citizen employees per foreigner at the workplace, a minimum capital or turnover requirement, and a salary criterion depending on the position. |
| Married to a Turkish citizen for at least 3 years | A work permit is still required; however, the application is exempt from assessment criteria such as the employment and financial criteria. |
This exemption is a great convenience, especially for foreign spouses who will work at small businesses or newly founded companies. In addition, as of 3 August 2026, the employment and financial criteria are not required for up to 3 foreigners per workplace for foreigners who have held a residence permit in Turkey for at least 1 year within the last 3 years.
Risks of a sham marriage
Formality marriages entered into solely to obtain a residence permit, a work permit or citizenship are closely scrutinized by the authorities. The PMM and civil registry offices may examine whether the couple really live together through address checks and investigations.
Refusal or cancellation of the family residence permit, a deportation decision and entry ban, revocation of citizenship acquired through marriage, and criminal liability for misleading the authorities may all follow. These risks can affect not only the foreign spouse but also the Turkish citizen spouse.
Fast Danışmanlık works only on genuine marriages that are actually lived. For foreigners who wish to marry but have had a visa overstay in the past, the current situation must be clarified first; marriage does not automatically erase a past violation. Our deportation and entry ban removal page provides detailed information on this.

Marriage in Turkey: frequently asked questions
The foreign partner needs a passport, a certificate of no impediment, a birth certificate (apostilled and with a sworn translation), a health report and photos. The Turkish citizen partner applies with their ID card, a health report and photos; the office may request additional documents depending on nationality.
It is obtained from the competent civil registry or municipal authority in the foreigner's own country, or from that country's consulate in Turkey. A certificate obtained abroad must be apostilled, then translated by a sworn translator in Turkey and notarized.
The time largely depends on preparing the documents; if they are obtained from abroad, apostille and courier times are decisive. Once the documents are complete, the wedding date is set according to how busy the marriage office is.
In practice, if the foreign partner has a valid passport and the required documents, the ceremony can take place while they are in Turkey on a tourist visa or visa exemption. However, marriage does not extend the visa period; if you will stay in Turkey, you must apply for a family residence permit before your visa expires.
No. Citizenship by marriage requires at least 3 years of marriage, living together in family unity and having no public order obstacle. You can find the conditions and the other routes on our Turkish citizenship application page.
A family residence permit does not grant the right to work; the employer must apply for a work permit. Foreigners who have been married to a Turkish citizen for at least 3 years are exempt from criteria such as the employment and financial criteria when their work permit is assessed.
Foreign documents without an apostille or legalization are not accepted by the marriage office, and the process stops. If your country is not party to the Hague Apostille Convention, the documents must be certified by that country's competent authority and by the Turkish consulate.
Divorce removes the basis of the family residence permit; to stay in Turkey, the foreigner needs to switch to another type of residence permit that fits their circumstances. Since the law provides certain facilities for people who have held a family residence permit for a certain period, we recommend consulting us about your situation.
