Success with a work permit in Istanbul, a residence permit or a foreign caregiver application starts with three things: choosing the right permit type, preparing a complete set of documents and never missing a deadline. Since 2010, Fast Danışmanlık has provided end-to-end consultancy across all 39 districts of Istanbul to employers who want to hire foreign staff, to working families looking for a legal foreign caregiver for their child or elderly parent, and to foreigners who want to make this city their home. We cover foreign work permits, residence permits and Turkish citizenship.
Why is demand for work permits in Istanbul so high?
Istanbul is the financial, commercial and service capital of Turkey (officially Türkiye). Corporate offices in Levent, Maslak and Ataşehir; hotels and restaurants in Sultanahmet, Beyoğlu and along the Bosphorus; private hospitals serving medical tourism; textile and ready-to-wear companies around Merter, Zeytinburnu and Laleli; the industrial zones of İkitelli and Tuzla; and the logistics companies clustered around the airports and ports all need foreign specialists, skilled tradespeople and service staff every single day.
The other side of the city is its families. Istanbul is home to a large number of working mothers and dual-career couples, and long working hours combined with traffic make childcare or elderly care one of the biggest challenges of daily life. That is why Istanbul is among the provinces with the highest demand for foreign caregiver work permits. The city's large foreign population also means that residence permit appointments, address rules and document checks call for more careful planning here than in other provinces.
Work permit in Istanbul: a roadmap for employers
The first rule every Istanbul employer who wants to hire foreign staff needs to know is this: the application is filed by the employer, not by the foreigner, and the permit is issued for a specific workplace. Whatever the province, the application is handled online through the e-İzin system of the Ministry of Labour and Social Security (MoLSS); you do not need to submit a petition to any separate office in Istanbul. If you are the foreign professional, this means your employer drives the process and your permit is tied to that employer's workplace. We explain every employer obligation in detail on our company work permit page.
The three core criteria the Ministry looks at
- Employment criterion: Workplaces subject to balance-sheet accounting must employ at least 5 Turkish citizens for each foreigner. Workplaces with net sales of 50,000,000 TL or more in the last year are exempt from this rule for up to 5 foreigners.
- Financial criterion: For existing companies, paid-in capital must be at least 500,000 TL, or net sales at least 8,000,000 TL, or exports at least 150,000 USD; meeting any one of these is enough.
- Salary criterion: The declared salary must be 5 times the gross minimum wage for senior executives, 4 times for engineers and architects, 3 times for other managers, and 2 times for jobs that require expertise or skilled craftsmanship.
Files we often see in Istanbul, by sector
| Sector and area | Typical position | Key issue in the file |
|---|---|---|
| Finance and technology (Levent, Maslak, Ataşehir) | Software engineer, manager | 4–5x salary criterion, diploma equivalency |
| Tourism (Fatih, Beyoğlu, Beşiktaş) | Hotel and restaurant staff, tour guide | Language proficiency, 5-to-1 employment ratio |
| Textiles and wholesale trade (Merter, Laleli, Bağcılar) | Sales representative, garment designer and pattern maker | Meeting the financial criterion through exports or net sales |
| Medical tourism (private hospitals) | Patient interpreter, coordinator | Job description and certificate of expertise |
| Industry and shipyards (İkitelli, Tuzla) | Welder, technician, master craftsman | 2x salary criterion, certificate of mastery |
You can check in advance the minimum gross salary you must declare for the position with our foreign employee salary calculator. For qualified foreigners, the Turquoise Card, and for those who meet certain conditions, an independent work permit can also be considered.
Processing time, fees and the risk of unauthorized employment
For an application from within Turkey, the foreigner must hold a residence permit valid for at least 6 months. For staff coming from abroad, the foreigner applies for a work visa at a Turkish consulate and the employer uploads the documents to the system within 10 days. Complete applications are usually concluded within 30 days. The first permit is granted for a maximum of 1 year; for 2026, the fee for a 1-year permit is 12,574.90 TL and the work permit card costs 964 TL. These amounts apply to 2026 and are updated whenever the legislation changes.
Employing a foreigner without a work permit triggers heavy administrative fines imposed separately on the employer and on the foreigner, and the fines rise every year by the revaluation rate. The foreigner faces the risk of deportation and an entry ban, and the employer may also have to cover the cost of the foreigner's return.
Foreign caregiver work permit in Istanbul
A mother in Kadıköy working full time with two children, a couple in Beşiktaş looking for someone to care for an elderly mother during the day, a family in Bakırköy seeking a companion for a relative with a disability... The request we receive most often in Istanbul is for a foreign caregiver work permit. Employing a caregiver informally exposes both the family and the caregiver to serious fines, while the legal route is more accessible than many people think.
In domestic services (household employment), a permit is granted only for childcare, elderly care, care of a person with a disability and patient companionship; you cannot obtain a foreign work permit for cleaning or housework alone. For childcare, the application is made by the mother or father in married couples, and by the parent with custody in divorced families. For elderly care, the person in need of care or one of their first- or second-degree relatives can apply. If you are the caregiver, note that it is the family, not you, who files the application.
The Ministry evaluates several factors together: the age and health of the person to be cared for; the caregiver's experience, Turkish language skills and marital status; and the family's socio-economic situation and regular income. There is no fixed minimum family income. That is why the outcome of the file depends on documenting income correctly and, where needed, on preparing a notarized letter of undertaking backed by the income of a supporting family member.
The caregiver's salary cannot be lower than the minimum wage, and the caregiver is registered with the Social Security Institution (SGK). If a caregiver who came through an application from abroad wants to move to another family within 6 months of starting work, that application is usually rejected unless there is force majeure, so the family and the caregiver should assess their fit carefully from the very beginning. Our foreign nanny guide for working mothers and our article on the elderly and patient caregiver work permit for those seeking support for their parents will make your decision easier.

Foreigners living in Istanbul without a valid work permit need a residence permit; a valid work permit, on the other hand, also counts as a residence permit. You apply through e-ikamet.goc.gov.tr, the e-İkamet online residence permit system, and then attend the appointment given by the Istanbul Provincial Directorate of Migration Management with your documents. A short-term residence permit can be granted for a maximum of 2 years at a time, and a family residence permit for a maximum of 3 years.
The most critical Istanbul-specific issue is choosing your address. Under the population density rule, some districts and neighborhoods may be closed to new foreign registrations for short-term residence permits. If you do not check the neighborhood's current status before signing a lease, your application may run into trouble because of the address alone. The card fee is 964 TL, while the permit fee itself varies by nationality. The current tariff of the Presidency of Migration Management (PMM) is the reference for the exact amount.
- Application form, passport and a copy of the passport
- 4 biometric photographs
- Valid health insurance
- Proof of address (lease agreement or title deed)
- Declaration or proof of sufficient financial means
- Payment receipts for the fee and the card fee
The spouses and children of foreign employees who settle in Istanbul often stay in the city on a family residence permit. Planning the employee's permit dates and the family's permit dates so that they line up prevents disruptions in matters such as school enrollment and health insurance. For foreign students at the city's universities, the student residence permit is a separate file, and the move to a work permit after graduation should be planned in advance.
A renewal (extension) application can be made starting 60 days before the permit expires and must be completed before it runs out. If your application has been rejected, our article on what to do if your residence permit is rejected explains the first steps. If you received an entry ban because of a past violation, we handle the entry ban removal process, and where a lawsuit is required, we pursue it through our partner attorneys.
Turkish citizenship through real estate in Istanbul
Istanbul is the city foreigners choose most often for citizenship by investment. Once you buy a property worth at least 400,000 USD (one with condominium ownership established or with a building on it) and have a 3-year no-sale annotation placed on the title deed (TAPU), the path to a Turkish citizenship application opens. Vacant land and fields without buildings are not accepted for this purpose. Through our citizenship by real estate service, we plan every step with you, from choosing the property to obtaining the certificate of eligibility. For foreigners who have worked in Istanbul on a work permit for years, the general route based on 5 years on an uninterrupted work permit can also be considered.
Istanbul districts we serve
We serve all 39 districts, in particular Beşiktaş, Şişli, Sarıyer, Beyoğlu, Fatih, Bakırköy, Başakşehir, Esenyurt, Beylikdüzü and Silivri on the European Side, and Kadıköy, Üsküdar, Ataşehir, Ümraniye, Maltepe, Kartal, Pendik and Tuzla on the Asian (Anatolian) Side. For families and companies in districts far from the center, such as Adalar (the Princes' Islands), Şile and Çatalca, we run the files online without requiring a face-to-face meeting.

Istanbul: frequently asked questions
A work permit application is not filed at an office in Istanbul; the employer submits it online via e-Devlet to the e-İzin system of the Ministry of Labour and Social Security. You do not need to visit any physical office. Residence permit procedures, however, are completed with an appointment at the Istanbul Provincial Directorate of Migration Management.
A caregiver is employed at least at the minimum wage, and the monthly cost to the employer without incentives is 40,874.63 TL. On top of this come the annual fee of 12,574.90 TL and the 964 TL card fee. These amounts apply to 2026 and are updated whenever the legislation changes. You can model your own scenario with our foreign caregiver cost calculator.
The list of neighborhoods closed to foreign registrations under the population density rule changes over time. That is why we check the current status of the address before you rent a home or sign a lease, and guide you toward a suitable alternative.
Complete applications are usually concluded within 30 days. If the Ministry requests additional documents, the process takes longer; after approval, the fee must be paid within 30 days, otherwise the permit is not processed.
Yes. In elderly care, the person in need of care or their first- or second-degree relatives can be the applicant. If you have no income of your own, you can document the income of a supporting family member and strengthen the file with a notarized letter of undertaking.
The new family must file a new work permit application in its own name. If the caregiver came through an application from abroad, transfer applications made within 6 months of starting work are usually rejected unless there is force majeure.
