Requests for a work permit in Kırklareli come as much from the farms and dairy businesses of the Thracian plain as from the factories in Lüleburgaz and Babaeski. Since 2010, Fast Danışmanlık has remotely managed the foreign work permit files of both factories and farms in Kırklareli, as well as families' foreign caregiver work permit applications and foreigners' residence permit applications.
Where does the need for work permits in Kırklareli come from?
Kırklareli's industry is concentrated largely along the Lüleburgaz–Babaeski line, a continuation of the Çorlu–Çerkezköy corridor. Plants in the glass, food, textile and metal sectors sometimes have to bring in engineers, technicians and master craftsmen from abroad. Wheat and sunflower production on the province's extensive farmland, along with livestock and dairy businesses, are the other cornerstones of the economy.
In the north, the longoz (floodplain) forests and Black Sea coast of Demirköy and İğneada support nature tourism, while the Dereköy border crossing keeps commercial and family ties with Bulgaria alive. Kırklareli University also brings foreign students to the city. This diversity means that, even in a small province of Turkey (officially Türkiye), several permit types have to be managed side by side.
Foreign work permit in Kırklareli
The employer applies, and the permit is issued for a specific workplace. The process is handled online through the e-İzin system of the Ministry of Labour and Social Security (MoLSS) via e-Devlet (Turkey's e-Government portal); there is no physical application point in Kırklareli or in any other province. We explain the general rules on our Turkey work permit page.
For factories
Plants in Lüleburgaz and Babaeski must employ at least 5 Turkish citizens for each foreigner and have paid-in capital of at least 500,000 TL, or net sales of at least 8,000,000 TL, or exports of at least 150,000 USD. Workplaces with net sales of 50,000,000 TL or more in the last year are exempt from the employment criterion for up to 5 foreigners. A salary of at least 4 times the gross minimum wage must be declared for engineers, and 2 times for jobs requiring skilled craftsmanship. For every step the employer must take, see our company work permit page.
For farms, dairy and agricultural businesses
Employers who want to hire foreign workers for milking parlor, fattening and animal care work in livestock and dairy businesses often ask how the structure of their business affects the application. Whether the business is a company or a sole proprietorship, and which bookkeeping method it is subject to, can affect the criteria applied, so we review your business's eligibility before the application. The salary declared for these jobs cannot be lower than the minimum wage, and the foreigner is registered with the Social Security Institution (SGK).
For tourism businesses in İğneada and Demirköy
Hotels, guesthouses and nature tourism businesses on the Black Sea coast need staff who speak foreign languages in the summer months. Since complete applications are usually concluded within 30 days, you need to apply at least a few weeks before the season starts. If the employee has held legal status in Turkey for at least 1 year within the last 3 years, the employment and financial criteria do not apply for up to 3 people per workplace. This is a significant relief for small businesses.
Employing foreign workers without permits, even for a short time, brings heavy administrative fines imposed separately on the employer and on the foreigner, and the fines rise every year by the revaluation rate. The foreigner faces the risk of deportation and an entry ban.

Some families looking for a caregiver in Kırklareli want to bring the caregiver directly from abroad rather than finding one in Turkey. In that case, the caregiver applies for a work visa at the Turkish consulate in their country, and the family, acting as the employer, uploads the documents to the e-İzin system within 10 days. If a caregiver who came from abroad wants to move to another family within 6 months of starting work, the application is usually rejected unless there is force majeure, which is why it is important for the family and the caregiver to get to know each other well beforehand. If you are the caregiver, keep this 6-month rule in mind before you accept a position.
A foreign caregiver work permit is granted only for childcare, elderly care, care of a person with a disability and patient companionship. For childcare the mother or father applies; for elderly care, the person in need of care or one of their first- or second-degree relatives. The Ministry does not look for a fixed income figure; it considers the family's regular income and socio-economic situation. Families looking for a caregiver for their parents can find details on the applicant and income documents in our article on the elderly and patient caregiver work permit. You can see the caregiver's annual cost, including salary, SGK contributions and fees, with our caregiver cost calculator.
Residence permit in Kırklareli (ikamet / oturma izni)
Foreigners living in Kırklareli apply through the e-İkamet online residence permit system and then attend the appointment at the Kırklareli Provincial Directorate of Migration Management with their documents. Foreigners working in factories on a work permit do not need a separate residence permit, because a valid work permit counts as a residence permit; their spouses and children, however, need a family residence permit. Kırklareli University students stay on a student residence permit, and foreigners who own a home in the province or want to stay for a long time stay on a short-term residence permit.
A frequent question for families with relatives on both sides of the border concerns the residence calendar of foreigners who cross in and out often. As long as your residence permit is valid, you can travel abroad and come back; however, staying abroad for a long time may affect the status of your permit. If you are planning long-term residence or citizenship, remember that the time you spend abroad will also affect these calculations.
The card fee is 964 TL, and the permit fee varies by nationality. The current tariff of the Presidency of Migration Management (PMM) is the reference for the exact amount. You can apply for a residence permit renewal starting 60 days before your permit expires, and you must do so before it runs out.
