Getting a residence permit in Turkey is a process: choosing the right permit type, completing the e-İkamet form in full, arriving well prepared for your appointment and waiting for the card to reach your address by PTT post. Yet a small mistake at any step can get your file sent back. In this practical guide we explain how to get a residence permit in Turkey step by step, from day one until the card is in your hands, and offer concrete solutions for 2026 fee examples, renewal, refusal and problems such as overstaying your visa.
Ikamet izni or oturma izni? One permit, two Turkish names
As soon as you start researching, you will come across two Turkish terms: "ikamet izni" and "oturma izni". They refer to the same document. "Oturma izni" is simply what people call it in everyday Turkish, while "ikamet izni" is the official name used in the law and by the Presidency of Migration Management (PMM, Göç İdaresi); in English, both are a residence permit. It is the permission to stay that foreigners obtain from the PMM when they want to remain in Turkey longer than their visa allows or longer than 90 days. You apply through e-İkamet, the online residence permit system, hand in your documents at the Provincial Directorate of Migration Management on your appointment day, and the approved card is sent to your address by PTT, the Turkish postal service.
So whether a landlord, an employer or an official says "oturma izni" or "ikamet izni", there is no legal difference between the two. If you want the full legal overview, with the six permit types in the law, their requirements and the rights each one gives you, see our comprehensive guide to the residence permit in Turkey. This page focuses on the practical side, in other words on the question "What exactly do I need to do?"
The easiest way to work out whether you need a residence permit is to look at how long you will stay in Turkey (officially Türkiye). Citizens of many countries can stay visa-free for up to 90 days within any 180 days, although visa-exemption and visa periods differ from country to country. If you plan to stay beyond that period, you must apply for a residence permit before it runs out.
Which residence permit is right for you? A quick decision guide
A large share of the mistakes made in residence permit applications come from choosing the wrong type. Find your situation in the table below:
| Your situation | Permit to apply for | Practical note |
|---|---|---|
| I came as a tourist and want to stay longer | Short-term (tourism) residence permit | Apply before your visa or visa exemption expires; prepare proof of accommodation and financial means. |
| I am married to a Turkish citizen | Family residence permit | Your marriage must be registered in Turkey. If it is not registered yet, first complete the marriage procedures for foreigners. |
| My spouse lives in Turkey on a residence permit or work permit | Family residence permit | Your spouse's income, health insurance and address registration are documented. |
| My child will attend school or university in Turkey | Family residence permit if your child is under 18 and you hold a permit; student residence permit for university students | A child on a family residence permit can attend school until age 18 without a separate student permit. |
| I bought a home in Turkey | Short-term (property owner) residence permit | Check the residential-use and current value requirements. With property worth 400,000 USD or more, citizenship by investment is also possible. |
| I will work for a company in Turkey | Not a residence permit but a work permit | A work permit replaces the residence permit, and the employer applies for it. Details: Turkey work permit. |
| I will work for a family as a nanny or elderly caregiver | Work permit for domestic services (household employment) | Working as a caregiver on a tourist residence permit is prohibited; the right route is the caregiver work permit. |
| I graduated from a university in Turkey | Short-term (post-graduation) residence permit | You must apply within 6 months of your graduation date. |
| I have held a residence permit for 8 years without interruption | Long-term residence permit | Student years count at half; have the time calculated before you apply. |
If more than one situation applies to you, for example if you are both a property owner and the spouse of a Turkish citizen, you need to choose the type that best fits your long-term plan (work, long-term residence or citizenship). If you are not sure, get advice before filling in the form; fixing a file that started with the wrong type takes longer than applying correctly from the start.
How to get a residence permit in Turkey: the application step by step
Once you have identified the right type, your residence permit application will produce the fewest surprises if it follows this order:
- Run three checks before you apply
Is your passport valid for at least 60 days longer than the period you are requesting? Is the home you plan to rent in a neighborhood open to foreigners? Does your visa or exemption period last until your application date? If the answer to any of these three questions is "no," solve the problem before you fill in the form.
- Arrange health insurance and proof of address
Take out health insurance that covers the entire period you are requesting. In many provinces the rental contract must be notarized; if you are staying in a relative's home, a letter of undertaking from the homeowner may be required.
- Fill in the e-İkamet form
Enter your name exactly as it is written in Latin letters in your passport, use an active phone number and email address (notifications are sent there) and upload your biometric photo. The building and apartment numbers in the address field must match your rental contract.
- Choose your appointment and pay the fees
At the end of the form, the system offers you an appointment at the Provincial Directorate of Migration Management responsible for you. Pay the fee and the 964 TL card fee, keep the receipts and sign the printed form.
- Hand in your documents on appointment day
Go in person on the stated date and time with your original documents and photocopies. The officer may ask you a few brief questions about your purpose of stay and your documents.
- Track your application
Check your application status on e-İkamet regularly. If additional documents are requested, submit them within the deadline given; missing the deadline may lead to a negative outcome for your file.
- Wait for your card to arrive by PTT
The approved residence permit card is sent by PTT to the address you entered on the form. If nobody is at the address, the card may be returned and the process takes longer. When you receive the card, check your name, date of birth and validity details right away.
Appointment day tips
Appointment day is the step of the residence permit process that causes the most anxiety. With the "appointment folder" list below, you will not leave a single document at home:
- Signed printout of the application form
- Original passport and photocopies of the identity page, entry stamp and visa pages
- 4 biometric photos
- Health insurance policy
- Rental contract, title deed or accommodation letter of undertaking
- Bank statement or proof of income
- Receipts for the fee and the card fee
- Apostilled and notarized translations of documents in a foreign language
- Birth certificate and parent details for children under 18
- Be there before your appointment time; arriving late can cost you the appointment.
- File your documents in the order above and keep a photocopy of each one with you.
- Give short, clear answers that are consistent with the information on your form.
- For children's applications, make sure a parent is present.
- Keep the document you receive after submission until your card arrives.
What to do while you wait and after your card arrives
Until your application is decided
How long a residence permit application takes depends on the workload in the province, the permit type and how complete the file is; it is not possible to give an exact number of days. To keep your file moving smoothly during this period, pay attention to the following:
- Keep the application document you received after your appointment and the receipts until your card arrives.
- Do not change the phone number on your form; requests for additional documents and notifications may arrive by SMS or email.
- If you need to move during this period, report your new address; otherwise the card may go to your old address.
- If possible, plan any long trip abroad for after the card is in your hands.
Once your card arrives
- Check the first name, surname, date of birth, permit type and validity period on the card; if there is an error, report it to the Provincial Directorate of Migration Management without delay.
- Note down your foreigner identification number; you will use it for your e-Devlet (Turkish e-government portal) password, your bank account and utility subscriptions.
- Add a renewal reminder to your calendar for 60 days before the expiry date.
- Remember that on a short-term residence permit, stays abroad totaling more than 120 days within the last year may lead to the permit being cancelled, except for the exceptions set out in the law.
- When you move, report your change of address within 20 business days.
Common mistakes in residence permit applications
Missing health insurance, or insurance that does not cover the full period
The most common mistake is submitting a 6-month policy while requesting a 12-month residence permit. If the insurance does not cover the entire period you request, the permit may be issued for a shorter period or additional documents may be requested.
Applying with an address in a neighborhood closed to foreigners
The PMM can close neighborhoods where the foreign population exceeds a certain ratio to new applications. It may not be possible to get a residence permit with a rental contract signed in a closed neighborhood, so always check before you sign the contract.
Applying late
An application made after your visa or visa exemption has expired puts you in overstay status. Apply before the period ends, ideally a few weeks in advance.
The wrong residence permit type
We often see foreigners who request a tourist permit even though they are married to a Turkish citizen, or who get a residence permit in order to work. The wrong type both increases the risk of refusal and can hurt your future citizenship and work permit calculations.
A passport that is not valid for long enough
The residence permit period is capped at 60 days less than the validity of your passport. If your passport expires in 8 months, you cannot get a 1-year permit; if you want a permit for a longer period, renew your passport first.
Missing your appointment
Filling in the form and then not attending the appointment can lead to your application being removed from processing, and if your visa period expires in the meantime, an overstay begins. If you cannot attend, assess the situation without delay and plan a new appointment.
Mismatches between the form and your documents
If the address, the spelling of your name or the passport number on the form does not match your documents, your file will get stuck on a request for additional documents. Before you press submit, compare every field with your documents.
Failing to prove financial means
If you cannot show that you can cover your expenses for the whole time you stay in Turkey, your application is weakened. Before applying, prepare evidence such as bank statements in your own name, proof of regular income or the income documents of the person supporting you.
Working on a tourist residence permit
A residence permit does not give you the right to work. Working without permission can lead to cancellation of the permit, a deportation decision and an entry ban, and the employer faces a heavy administrative fine as well.
Residence permit fees 2026: worked examples
The cost of a residence permit has two components: the fee, which is calculated according to your nationality and the number of months you request, and the 964 TL card fee that everyone pays. The fee formula is simple: first-month amount + (number of remaining months × monthly amount). You will find the table with all the country groups in our residence permit fee table; below we have calculated the scenarios we see most often:
| Scenario | Group | Fee calculation | Total payment |
|---|---|---|---|
| Kazakh citizen, 12-month tourist permit | A | $25 + 11 × $5 = $80 | $80 + 964 TL |
| US citizen, 6 months | A | $25 + 5 × $5 = $50 | $50 + 964 TL |
| Belgian citizen, 12 months | C | $9 + 11 × $2.50 = $36.50 | $36.50 + 964 TL |
| Russian citizen, 24 months (property owner) | D | $7 + 23 × $1.50 = $41.50 | $41.50 + 964 TL |
| Moroccan citizen, 12 months | E | $5 + 11 × $0.50 = $10.50 | $10.50 + 964 TL |
| Syrian citizen, 12 months | Exempt | No fee | 964 TL only |
If you are applying as a family, a separate form is filled in for each person, and the amounts are, as a rule, calculated per person. For example, a couple of two adult Kazakh citizens applying for 12 months pays a total of $160 in fees and 1,928 TL in card fees.
These amounts apply to 2026 and are updated when the legislation changes. The PMM's current tariff is authoritative for the exact amount. If you are unsure which group your nationality falls into, check with our calculator.

A residence permit renewal application can start 60 days before the permit expires and must be made before the period runs out. Renewals left to the last week cause stress, especially in provinces with heavy appointment demand. The timeline we recommend:
- 60 days before expiry: Renew your health insurance, and check that your rental contract is still valid and that your neighborhood is still open to foreigners.
- 45–30 days before expiry: Complete the renewal application on e-İkamet and pay the fee and the card fee.
- After applying: Follow the system's instructions on how to submit your documents (by appointment or by post) and keep your application document.
If your purpose of stay has changed, for example because your studies have ended or you have married, you must apply for a change of permit type instead of a renewal. An expired residence permit cannot be renewed.
What to do if your residence permit is refused
When a refusal decision is served on you, read it carefully before you panic: the reason for refusal, the date of service and any period given for leaving the country determine your next steps. If the decision gives you a deadline, complying with it avoids the risk of an overstay and an entry ban.
- Refusals due to missing documents: You can complete the missing documents and reapply, provided your legal period of stay allows it.
- Refusals due to the wrong type: A new application in the type that fits your situation can be considered.
- Refusals you believe are unlawful: An objection or an administrative lawsuit can be pursued within short deadlines.
We explain the reasons for refusal and the objection process in detail in our article what to do if your residence permit is rejected. Where a lawsuit is required, we provide our support for appealing refusal decisions through our partner attorneys.
What happens if you overstay your visa?
If you remain in Turkey after your visa or residence permit has expired, an overstay begins. The overstay fine is calculated at twice your nationality's residence permit fee. For a citizen of a Group A country, that means $50 for the first month and $10 for each subsequent month; for example, for a 4-month overstay the fine is $50 + 3 × $10 = $80. On exit, an entry ban may also be imposed depending on the length of the overstay:
| Overstay period | Paid the fine and left voluntarily | Left without paying the fine, or deported |
|---|---|---|
| Up to 3 months | Usually no ban | 3 months |
| 3–6 months | 1 month | 6 months |
| 6 months–1 year | 3 months | 1 year |
| 1–2 years | 1 year | 2 years |
| 2–3 years | 2 years | 5 years |
| More than 3 years | 5 years | 5 years |
Where there are public order or security grounds, the periods may be longer; the authorities have discretion. You can check your own situation with our overstay fine and entry ban calculator. If a restriction code has already been placed on your record, you will need to consider the entry ban removal process.

A residence permit does not give you the right to work, but it is one of the most practical routes to a work permit. If you hold a residence permit valid for at least 6 months, your employer can apply for a work permit from within Turkey. Complete applications are, as a rule, decided within 30 days, and the work permit issued replaces the residence permit.
- If you have been in Turkey for at least 1 year within the last 3 years on a residence permit, work permit or international protection status, then from 3 August 2026 the employment and financial criteria are not applied for up to 3 foreigners per workplace. The number of foreigners with work permits cannot exceed the number of Turkish employees.
- If you have been married to a Turkish citizen for at least 3 years or hold a long-term residence permit, you are exempt from the assessment criteria.
- A student residence permit is, as a rule, not considered sufficient for the 6-month requirement in an in-country application.
On the cost side, for 2026 the fee for a 1-year fixed-term work permit is 12,574.90 TL and the card fee is 964 TL, for a total of 13,538.90 TL. If the fee is not paid within 30 days of the approval notification, the application is not processed. These amounts apply to 2026 and are updated when the legislation changes.

Residence permit support in the Marmara Region
A residence permit application is made to the Provincial Directorate of Migration Management of the province your address belongs to. In Istanbul, early planning matters because of heavy appointment demand; in Kocaeli, family residence permits for the families of foreigners working in industrial districts such as Gebze, Darıca and Çayırova stand out; and in Tekirdağ, choosing the right type for the spouses and children of people working at the factories in Çorlu and Çerkezköy is the main focus. We work with the same care in Bursa, Sakarya, Yalova and the other Marmara provinces.
For region-specific information, see our pages on residence permit consultancy in Istanbul, residence permit applications in Kocaeli and residence permit support in Tekirdağ. We also support clients in the other provinces of Turkey with online file preparation.

Residence Permit Application: frequently asked questions
Yes. "Oturma izni" is the everyday Turkish expression; the official name in Law No. 6458 is "ikamet izni", and in English both are a residence permit. The application, the requirements and the card are the same.
The appointment is offered by the system after you complete the application form on e-İkamet. There is no need to look for a separate appointment line; the printed form shows the appointment date and time and the Provincial Directorate of Migration Management you need to go to.
The cost depends on your nationality and the period you request. For example, a citizen of a Group A country pays an $80 fee plus the 964 TL card fee for a 12-month permit, while citizens of fee-exempt countries pay only the card fee.
Once your application is approved, the card is sent by PTT to the address you entered on the form. How long this takes depends on the workload in the province; you can track your application status on e-İkamet.
Yes. Foreigners who arrive on a tourist visa or visa-free can apply for a short-term residence permit before their permitted period expires. Applying before the period ends is critical.
A family residence permit covers only spouses and children, so parents cannot benefit from this type. Your parents can apply for a short-term residence permit in their own names if they meet the requirements.
Although you can leave the country, the application document alone may not give you the right to re-enter Turkey. If you do not have a valid visa or visa exemption when you return, you may run into problems, so finalize your travel plans before applying.
Yes. If you are staying in the home of a relative or acquaintance, a letter of undertaking from the homeowner or tenant, usually notarized, is accepted as proof of address.
Not directly: time on a residence permit does not count toward the 5 years of the general route. To apply for Turkish citizenship through the general route, you need 5 years on an uninterrupted work permit counted back from the application date; if there is a gap between two permits, the count starts again. For a roadmap, see our article on moving from a residence permit to citizenship.
Yes, as a rule a valid health insurance policy covering the entire period you request is required. If the policy period is shorter, the permit may also be issued for a shorter period.
