Most applications for a work permit in Bilecik come from the ceramic and industrial plants in Bozüyük and from the province's marble quarries, and what they are looking for is an experienced foreign master craftsman or engineer who is hard to find in Turkey (officially Türkiye). Since 2010, Fast Danışmanlık has provided remote consultancy in Bilecik on foreign work permits for employers, foreign caregiver work permits for working mothers and families, and residence permits for foreigners living in the province.
Work permit in Bilecik: a small province with strong industry
Bilecik may be a small province in terms of population, but its industry is strong. Bozüyük is the province's production center, with an organized industrial zone (OSB) known for ceramics, sanitaryware, building materials and mold production. The marble quarries and processing plants found across the province have also made Bilecik a well-known name in the natural stone sector. Its location between Istanbul, Bursa, Eskişehir and Sakarya, together with its high-speed train connection, gives the city a logistics advantage as well.
Söğüt's historic heritage, the farmland of Osmaneli and Pazaryeri, the rural life of Gölpazarı, İnhisar and Yenipazar, and the student population of Bilecik Şeyh Edebali University make up the province's other face. This structure means that foreign permit requests are concentrated especially in industrial positions that require skilled craftsmanship.
Foreign work permit in Bilecik
The employer applies, and the permit is issued for a specific workplace. The whole process is handled online through the e-İzin system of the Ministry of Labour and Social Security (MoLSS) via e-Devlet (Turkey's e-Government portal), so you do not need to travel from Bilecik to Ankara or to any other province. You can find the general rules on our Turkey work permit page and the documents the employer must prepare on our company work permit page.
Salary criterion: the minimum gross salary to declare by position
The mistake we see most often in Bilecik files is a salary declared for a foreign master craftsman that falls below the level the position requires. The salary criterion is set as a multiple of the gross minimum wage in force on the application date:
| Position | Multiple | 2026 minimum gross salary |
|---|---|---|
| Senior executive, pilot | 5x | 165,150.00 TL |
| Engineer, architect | 4x | 132,120.00 TL |
| Other managers | 3x | 99,090.00 TL |
| Jobs requiring expertise or skilled craftsmanship (ceramic, mold and marble craftsmen) | 2x | 66,060.00 TL |
| Domestic services and other jobs | 1x | 33,030.00 TL |
These amounts apply to 2026 and are updated whenever the legislation changes. In skilled positions, besides the salary, a consistent certificate of mastery, experience letters and job description also determine how strong the file is.
Small workshops and mid-sized plants
As a rule, at least 5 Turkish citizens must be employed for each foreigner, and paid-in capital must be at least 500,000 TL, or net sales at least 8,000,000 TL, or exports at least 150,000 USD. However, as of 3 August 2026, the employment and financial criteria no longer apply, for up to 3 foreigners per workplace, to foreigners who have held work, residence or international protection status in Turkey for at least 1 year within the last 3 years. The number of foreigners with work permits cannot exceed the number of Turkish employees. This rule offers a significant opportunity for businesses with few employees, such as marble processing workshops. For details, read our guide to hiring foreign employees for employers.
Complete applications are usually concluded within 30 days. The 1-year fee is 12,574.90 TL and the card fee is 964 TL; you can see the total cost with our work permit fee calculator.
Indefinite permits for foreign craftsmen who have worked with you for years
In Bilecik's long-established ceramic and marble businesses, it is common for the same foreign master craftsman to work for years. The first permit is granted for a maximum of 1 year, the first renewal for a maximum of 2 years and subsequent renewals for a maximum of 3 years. Foreigners with at least 8 years of legal work permits, or holders of a long-term residence permit, can apply for an indefinite work permit; for 2026, the indefinite work permit fee is 125,802.20 TL. Looking at the permit history, we assess together which route is more advantageous for your craftsman and your business.

For a mother preparing to return to work at the end of her maternity leave, the biggest question is who will look after the baby. In Bilecik, and especially among young families working in industry, this need comes up often. For a nanny work permit, the mother or father applies, and timing is critical. Since complete applications are usually concluded within 30 days, and a caregiver coming from abroad also has to go through the consulate visa process, we recommend planning the application well ahead of your return-to-work date.
The permit is granted only for childcare, elderly care, care of a person with a disability and patient companionship; it cannot be obtained for cleaning or housework. The Ministry looks at the family's regular income, the child's age, and the caregiver's experience and Turkish language skills; there is no fixed income threshold. The caregiver is employed at least at the minimum wage and registered with the Social Security Institution (SGK). We have answered the questions mothers returning to work ask most often in our foreign nanny guide for working mothers.
Residence permit in Bilecik (ikamet / oturma izni)
Foreigners living in Bilecik apply through the e-İkamet online residence permit system and then attend the appointment at the Bilecik Provincial Directorate of Migration Management with their documents. The most common permits are the student residence permit for Bilecik Şeyh Edebali University students, the family residence permit for the spouses and children of foreigners working in factories, and the short-term residence permit for foreigners who own a home in the province or want to stay for a long time.
A foreigner working at a factory on a work permit does not need a separate residence permit, because a valid work permit counts as a residence permit. The card fee is 964 TL; the permit fee varies by nationality, and the current tariff of the Presidency of Migration Management (PMM) is the reference for the exact amount. For the document list and the renewal rules, see our residence permit page.
