Obtaining Turkish citizenship is the most important legal step for foreigners who want to build a permanent future in Turkey (officially Türkiye), but there is no single route to it. Five years on an uninterrupted work permit, at least 3 years of marriage to a Turkish citizen, investments such as 400,000 USD in real estate, descent, and reacquisition are the main options under the Turkish Citizenship Law (No. 5901). In this guide we answer, one by one, how to get Turkish citizenship, what the requirements are, which documents you need and where to apply, and why files are refused.
What does acquiring Turkish citizenship mean?
Acquiring Turkish citizenship means that a foreign person becomes a Turkish citizen through one of the routes set out in the Turkish Citizenship Law (No. 5901). The most common routes are the general route, based on 5 years on an uninterrupted work permit counted back from the application date; marriage to a Turkish citizen for at least 3 years; and the exceptional route through investments such as real estate worth at least 400,000 USD. Applications are made to the Provincial Directorate of Population and Citizenship (the provincial civil registry office).
Citizenship falls into two groups: citizenship acquired automatically by birth, and citizenship acquired later by decision of the competent authority. The routes open to foreigners belong to the second group. Under an explicit provision of the law, meeting the requirements does not give a person an absolute right to acquire citizenship; the authorities have discretion on matters such as security and public order. That is why documenting the requirements completely and consistently is just as decisive as "meeting" them.
How to get Turkish citizenship: all routes compared
Determining which route suits you is the first and most important step in the process. The table below compares the routes to Turkish citizenship by their basic requirements:
| Route | For whom? | Basic requirement | Time requirement |
|---|---|---|---|
| General route (Art. 11) | Foreigners who have worked in Turkey on a work permit for a long time | Uninterrupted work permit, Turkish language, income, good moral character, health, no security obstacle | 5 years on an uninterrupted work permit |
| Marriage (Art. 16) | The foreign spouse of a Turkish citizen | Living in family union, with the marriage actually continuing | At least 3 years of marriage |
| Exceptional route: investment (Art. 12) | Foreign investors and their families | 400,000 USD in real estate or 500,000 USD in capital, deposits, etc.; certificate of eligibility | No residence period requirement |
| Turquoise Card | Qualified foreigners and their families | A valid Turquoise Card; assessment through the exceptional route | Depends on the card's conditions |
| Descent / birth (Art. 7–8) | Those born to a Turkish mother or father; children born in Turkey who would otherwise be stateless | Establishing descent | Automatically by birth |
| Adoption (Art. 17) | Minor children adopted by a Turkish citizen | No security or public order obstacle | No time requirement |
| Reacquisition (Art. 13–14) | Those who previously lost Turkish citizenship | Requirements vary depending on the reason for loss | No residence requirement for those who left with a renunciation permit |
| Blue Card (Art. 28) | Those who were Turkish by birth and gave up citizenship with a renunciation permit, and their descendants | Not citizenship; preserves many rights | Holders can apply for reacquisition if they wish |

Legal provisions can feel abstract; the routes to Turkish citizenship are best understood through situations that resemble real life. The examples below are for general information only, and every file is assessed individually:
- An engineer who has been working in Istanbul on a work permit for 6 years: The engineer can apply through the general route if the last 5 years on a work permit are uninterrupted (with no gap between permits) and the total time spent abroad during that period is less than 12 months. The total of the trips taken during annual leave needs to be calculated in advance.
- A foreigner who has been married to a Turkish citizen for 2 years: They need to wait one more year for the marriage route. In the meantime, they can stay legally on a family residence permit and start keeping documents that show their shared life on a regular basis.
- An investor who wants to buy a home worth 450,000 USD in Bursa: They appear eligible for exceptional citizenship by investment; however, the valuation, payment method and title deed annotation requirements should be checked before buying. If the amount in the valuation report falls below 400,000 USD, the property will not be sufficient for this route.
- A graduate who finished university in Turkey and started working: Student years do not count toward the 5 years; the period starts when the work permit begins. After graduating, move onto a work permit without any gap and renew it on time every year.
- A young person born abroad whose mother is a Turkish citizen: They have been a Turkish citizen from birth by descent. What they need to do is not acquire citizenship but have their civil registration recorded through a consulate or a civil registry office.
Requirements for Turkish citizenship through the general route (5 years on a work permit)
The general route is the one most often used by foreigners who have worked in Turkey on a work permit for years. Under Article 11 of the law, all of the following conditions must be met together:
- Being of legal age and having the capacity to discern under your own national law, or under Turkish law if you are stateless
- Having resided in Turkey for 5 years without interruption, counted back from the application date (in practice, this means time on a work permit with no gaps)
- Showing through your conduct that you have decided to settle in Turkey
- Not having a disease that poses a danger to public health
- Being of good moral character
- Being able to speak sufficient Turkish
- Having an income or profession sufficient to support yourself and your dependents
- Not being in a situation that constitutes an obstacle in terms of national security and public order
How is the uninterrupted period calculated?
The 5-year period is counted back from the application date, and throughout this entire period you must hold a work permit without interruption. For example, if you apply on 1 December 2026, your work permit must have run with no gaps since 1 December 2021. Even a short gap of one month between two work permits resets the count and the 5 years start again, so the renewal must be filed before your permit expires.
| Type of stay | Effect on the 5-year period |
|---|---|
| Work permit or Turquoise Card | Counts; this is the period the general route is based on |
| Gap between two work permits | Even one month resets the count; the 5 years start again |
| Short-term residence permit | Does not count |
| Family residence permit | Does not count (if you are married to a Turkish citizen, the marriage route is assessed) |
| Long-term or student residence permit | Does not count |
| Temporary protection | Does not count |
| Unauthorized stay (overstay) | Does not count and resets the count |
On the general route, the period that counts is the time spent on a work permit. Renewing your work permit on time every year, without leaving any gap, is the only safe way to protect your citizenship timeline; for details, see our Turkey work permit page.
If you do not have a work permit yet, you can stay in Turkey legally on a residence permit, but that time does not count toward the 5 years of the general route. We explain what to do if a residence permit renewal is refused in our article what to do if your residence permit is rejected. We compare the residence permit types in our guide to residence permit types in Turkey.
The 12-month rule for time abroad
An uninterrupted period does not mean never leaving Turkey. However, the total number of days you spend abroad within the 5-year period must not exceed 12 months (1 year). In addition, staying abroad for more than 6 months at a time can cause problems even if the total is below 12 months. In practice, most refusals stem from getting this calculation wrong: once short holidays, business trips and family visits are added up, the limit fills up faster than people expect.
By entering your entry and exit dates one by one, you can see your total days abroad and your longest absence with our residence duration calculator.

The law requires you to "be able to speak sufficient Turkish"; no specific language certificate is mandatory, and your proficiency is assessed in the interview. You are expected to be able to express yourself in daily life and to understand and answer questions. If your Turkish is not yet good enough, the most effective preparation is to start a language course months before applying, to look for more chances to speak Turkish in daily life and to practice in an interview format. Your intention to settle is shown through your conduct: acquiring property in Turkey, setting up a business or investing, working regularly on a work permit, living in Turkey with your family and having your children educated here are examples that support this intention.
The citizenship commission interview
In general-route applications, your file is assessed by a commission set up at the provincial level, and you are invited to an interview. The commission assesses how well you speak and understand Turkish, your integration into society, your intention to settle and how you support yourself. Basic general knowledge questions about Turkey's history, geography and state structure may also be asked.
Get to a level where you can comfortably talk in Turkish about your address, your job, your family and why you want to settle in Turkey. Answers that are consistent with the documents in your file matter far more than long memorized answers.
Income, health and good moral character requirements
Your income is proven with documents such as your salary on a work permit, a company partnership, rental income or regular bank assets. For the health requirement, a health report from a fully equipped hospital is requested. The good moral character and security requirements are assessed through criminal records in Turkey and in your own country, as well as official investigations.
Turkish citizenship by marriage
Marrying a Turkish citizen does not automatically grant citizenship. Under Article 16 of the law, the following conditions are required to apply:
- Being married to a Turkish citizen for at least 3 years, with the marriage still continuing
- Living in family union
- Not engaging in any activity incompatible with the marital union
- Not being in a situation that constitutes an obstacle in terms of national security and public order
The law does not require residence in Turkey for any specific period; couples living abroad can also apply through a consulate. The marriage must be registered in the Turkish civil registry; for registering a marriage concluded abroad, see our marriage procedures for foreigners page.
Family union investigation
In applications by marriage, law enforcement units investigate whether the spouses actually live in the same home and in family union. An address visit, statements from neighbors and interviews with the spouses may be part of this investigation. Documents such as a joint rental contract, a joint bank account, photos and the children's civil registry records help show that the marriage is genuinely ongoing.
Couples living abroad
If you are married to a Turkish citizen and live abroad, you can apply through the Turkish consulate in the country where you live. In this case, too, the marriage must be registered in the Turkish civil registry, the fact that the spouses live together must be documented, and foreign-language documents must be prepared with an apostille and translation. The family union investigation is carried out through the consulate and according to the conditions of the country where you live.
Risk of divorce and separation
If divorce proceedings are opened or the spouses live apart while the application is being assessed, the family union requirement is no longer met and the application is refused. A divorce that happens after citizenship has been acquired does not, as a rule, affect the citizenship acquired. However, if it is found that citizenship was obtained through false statements or by concealing material facts, for example that the marriage was entered into solely for citizenship, the citizenship can be revoked.
Turkish citizenship by investment (exceptional route)
Article 12 of the law allows foreigners who make certain investments to obtain citizenship through the exceptional route without any residence period requirement. The minimum investment amounts in force as of 2026 are:
| Investment type | Minimum amount | Additional condition | Institution issuing the certificate of eligibility |
|---|---|---|---|
| Real estate acquisition | 400,000 USD | 3-year no-sale annotation on the title deed (TAPU); a unit with condominium ownership or land with a building on it (vacant land and fields are not accepted) | General Directorate of Land Registry and Cadastre |
| Fixed capital investment | 500,000 USD | Documentation of the investment | Ministry of Industry and Technology |
| Bank deposit | 500,000 USD | 3-year holding requirement | Banking Regulation and Supervision Agency (BDDK) |
| Government debt instruments | 500,000 USD | 3-year holding requirement | Ministry of Treasury and Finance |
| Real estate investment trust (GYO) or venture capital investment fund (GSYF) shares | 500,000 USD | 3-year holding requirement | Capital Markets Board (SPK) |
| Job creation | At least 50 people | Documentation of the employment | Ministry of Labour and Social Security (MoLSS) |
For real estate applications, the value is determined by a licensed valuation report; the payment must be made and documented through the banking system, and some situations, such as properties already used in a previous citizenship application, are as a rule not accepted. Once the certificate of eligibility has been issued, a short-term residence permit under the investment category is issued for the investor and their family, and the citizenship application is then made. The investor's spouse and minor or dependent children can also be assessed in the same file.
To handle the selection of the right property, the valuation, the title deed annotation and the certificate of eligibility from a single point, you can use our citizenship through real estate consultancy. Always have an eligibility check done before you invest; a property that does not meet the requirements can make your investment worthless for citizenship purposes.
Common mistakes in investment applications
- A lower value appearing in the valuation report even though the sale price exceeds 400,000 USD
- Payment made through channels that cannot be documented, or outside the banking system
- The 3-year no-sale annotation not being entered on the title deed, or a sale being planned before the annotation period ends
- Vacant land or fields being presented as the investment
- Scheduling an appointment for the citizenship application before the certificate of eligibility has been obtained
Most of these mistakes cannot be corrected once the purchase is complete. That is why, for investments made with the goal of acquiring Turkish citizenship, legal and technical checks must be carried out before the title deed transfer.
Other routes: descent, adoption, reacquisition, Turquoise Card and Blue Card
Descent and birth: A child born to a Turkish citizen mother or father is a Turkish citizen regardless of the country of birth. A child born in Turkey who cannot acquire the citizenship of any country because of their foreign parents also becomes a Turkish citizen by birth.
Adoption: A minor child adopted by a Turkish citizen can acquire Turkish citizenship, provided there is no security or public order obstacle.
Reacquisition: Those who gave up Turkish citizenship with a renunciation permit can reapply without any residence requirement in Turkey; in other cases of loss, additional requirements may apply.
Turquoise Card: The Turquoise Card, granted to qualified foreigners, provides both the right to work and the right to reside; cardholders and their families can be assessed for citizenship through the exceptional route.
Blue Card: This card is granted to those who were Turkish citizens by birth and gave up their citizenship with a renunciation permit, and to their descendants. The Blue Card is not citizenship; however, it preserves many rights in Turkey, such as residing, working and acquiring property.
Required documents for a Turkish citizenship application
The document list varies depending on the application route. In a general-route application, the following documents are typically requested:
- Application form
- Passport or foreigner identity document with a certified Turkish translation
- A valid residence permit or work permit, and your foreigner identification number
- Birth certificate or civil registry extract (apostilled, with a notarized translation)
- A document showing details of your mother, father and siblings
- Proof of marital status: a marriage certificate if married, a finalized divorce decree if divorced
- Proof of income or profession (Social Security Institution (SGK) record, tax registration certificate, bank statement, etc.)
- Health report from a fully equipped hospital
- Criminal record certificate from your country (apostilled and translated)
- Biometric photos and a payment receipt for the current service fee
For applications by marriage, the Turkish spouse's civil registry record and documents showing the registration of the marriage are added, and the Turkish spouse may also be asked to be present at the application. For applications by investment, the certificate of eligibility, the residence permit issued under the investment category and the title deed, bank or company documents proving the investment are submitted.
Birth, marital status and criminal record documents obtained from abroad can take weeks because they require an apostille and a notarized translation. Some documents may be required not to be older than a certain period, so plan according to your appointment date.
The Turkish citizenship application process step by step
Those living in Turkey apply to the Provincial Directorate of Population and Citizenship in the province where they reside, while those living abroad apply to Turkish consulates. The process generally follows these steps:
- Preliminary assessment
Determine the route that suits you; for the general route, calculate the 5-year period and your days abroad.
- Preparing the documents
Obtain documents from abroad with an apostille and translation, and get your documents from Turkey with current dates.
- Appointment
Book your appointment at the Provincial Directorate of Population and Citizenship through the channels of the General Directorate of Population and Citizenship Affairs.
- Submitting the file
Hand in your documents together with the originals and pay the service fee. Missing documents can result in your file not being accepted.
- Investigations
Security and archive investigations are carried out; for marriage applications, a family union investigation is also conducted.
- Commission interview
General-route applicants are invited to a citizenship commission interview.
- Central assessment and decision
The file is reviewed at the General Directorate of Population and Citizenship Affairs and a decision is made by the competent authority; on the exceptional route, the decision is made by the President.
- Registration and ID card
After a positive decision, you are entered in the civil registry and apply for your Turkish ID card (T.C. kimlik kartı).
How long does a Turkish citizenship application take?
The assessment period varies from person to person depending on the chosen route, the intensity of the security investigations, the workload in the province and how complete the file is. It is therefore not possible to give an exact timeframe, and we recommend being cautious of anyone who promises one. General-route and marriage applications can take a long time because of the interview and field investigations.
Shortening the process is usually out of your hands, but you can prevent it from dragging on unnecessarily:
- Submit a complete file with up-to-date documents the first time; requests for additional documents prolong the process.
- Keep your residence or work permit valid without interruption throughout the assessment.
- Report any change of address or phone number; if you cannot be reached, the investigation stage may be delayed.
- Go to your interview well prepared; requests to postpone can push your file back in the queue.
Refusal reasons and appeals in Turkish citizenship applications
The most common reasons for refusal in citizenship applications are:
- The 5-year uninterrupted work permit period not being completed, or gaps between two work permits
- The total time spent abroad exceeding 12 months
- Insufficient Turkish in the interview, or failure to show an intention to settle
- Insufficient or irregular proof of income
- Criminal records, or the outcome of the national security or public order assessment
- In marriage applications, the family union not actually continuing, or suspicion of a sham marriage
- Missing, untranslated or contradictory documents
The reason for refusal may not always be stated in detail. For refusals due to missing items, you can reapply once the deficiency has been remedied. If you believe the decision is unlawful, an annulment action can, as a rule, be filed at the administrative court within 60 days of service; we handle this process through our partner attorneys as part of our support for appealing refusal decisions.
Is dual citizenship possible?
Turkish law generally permits multiple citizenship, and you are not required to give up your existing citizenship when you apply for Turkish citizenship. However, Turkish law is not the only deciding factor: your own country's legislation may cause you to lose your existing citizenship when you acquire another one, or may require you to obtain permission in advance. Always check your country's rules before applying.
What to do after acquiring citizenship
Although the Turkish citizenship process is complete after a positive decision, there are a few more practical steps:
- After you are entered in the civil registry, apply for your Turkish ID card; if you wish, you can then apply for a Turkish passport.
- From now on you use your Turkish ID number instead of your foreigner identification number; have your bank, SGK, tax, title deed and vehicle records updated with your new details.
- You no longer need a residence or work permit, and the permit procedures you went through as a foreigner come to an end.
- If your own country's legislation requires you to report your new citizenship, fulfill that obligation.
- Alongside citizenship rights such as voting and standing for election, learn about the obligations that come with citizenship.

Turkish Citizenship: frequently asked questions
For a general-route application, 5 years on an uninterrupted work permit counted back from the application date is required; even a one-month gap between two permits resets the count. The total time spent abroad during this period must not exceed 12 months. The marriage and investment routes do not require this period.
No. Marriage does not automatically grant citizenship; you must have been married for at least 3 years and live in family union, and the marriage must actually continue. Until this period is complete, the foreign spouse can stay in Turkey on a family residence permit.
The interview assesses how well you speak and understand Turkish, as well as your daily life, your job, your family and your reason for settling in Turkey. Basic general knowledge questions about Turkey's history, geography and state structure may also be asked.
No. The property must meet the requirements, the certificate of eligibility must be obtained and the security investigation must have a positive outcome. Under the law, meeting the requirements does not give an absolute right to citizenship. Before buying, we recommend having the property's eligibility checked as part of our citizenship by investment consultancy.
Turkish law does not require you to give up your existing citizenship. However, your own country's legislation may cause you to lose your existing citizenship if you acquire Turkish citizenship, so check your country's rules in advance.
Your minor children can acquire Turkish citizenship together with you, provided the other parent consents. In investment applications, the spouse and minor or dependent children can be assessed in the same file.
Yes. If the total time you spend abroad within the 5-year period exceeds 12 months, or if you stayed abroad for more than 6 months at a time, your application may be refused. Calculate your entry and exit records day by day before you apply.
A long-term residence permit requires 8 years of residence and does not grant some rights, such as voting and standing for election. Turkish citizenship, on the other hand, grants all citizenship rights after 5 years through the general route, but requires an interview and a more comprehensive assessment. The choice depends on your life plans and your own country's dual citizenship rules.
Yes. For refusals due to missing items, you can reapply after remedying the deficiency. If you believe the decision is unlawful, legal action is also an option; this process is handled through our partner attorneys.
Those living in Turkey apply to the Provincial Directorate of Population and Citizenship in the province where they reside, while those living abroad apply to the Turkish consulate in the country where they live. An appointment must be made before applying.
