Why does demand for work permits in Kocaeli come from industry?

Work permit in Kocaeli for factories and companies

The work permit application is filed by the employer, and the permit is issued for the workplace where the foreigner will work. In Kocaeli the application is made online via e-Devlet (Turkey's e-Government portal) to the e-İzin system of the Ministry of Labour and Social Security (MoLSS), without visiting any office. Where industrial files most often get stuck

• 5-to-1 employment ratio: At least 5 Turkish citizens must be employed for each foreigner. Workplaces with net sales of 50,000,000 TL or more in the last year are exempt from this rule for up to 5 foreigners; large factories usually benefit from this exemption.
• Engineer salary: At least 4 times the gross minimum wage must be declared for engineers and architects, and 5 times for senior executives.
• Master craftsman and technician salary: Jobs requiring expertise or skilled craftsmanship require at least 2 times the gross minimum wage; certificates of mastery and experience letters determine how strong the file is.
• Financial criterion: Paid-in capital of at least 500,000 TL, or net sales of at least 8,000,000 TL, or exports of at least 150,000 USD. Exporting supplier companies usually meet this requirement through their export figures.

Permit durations and the renewal calendar

In long-running investment projects, the permit calendar for foreign staff must be planned from the outset. On the first application, a fixed-term work permit is granted for a maximum of 1 year; at the first renewal it can be granted for up to 2 years, and at subsequent renewals for up to 3 years. The renewal window opens 60 days before the permit expires, and the application must be made before it runs out. If the employee is expected to move to another group company or a different facility during the project, remember that the permit is tied to a specific workplace, so the permit status for the new workplace must be assessed separately.

Short-term projects and installation teams

For foreign technicians coming for a few weeks to install a new line, carry out maintenance or commission equipment, the right route depends on the duration and nature of the work. In some cases the situation can be assessed under a work permit exemption; in others, a fixed-term work permit is mandatory. Foreign caregiver work permit in Kocaeli

In many Kocaeli families, both spouses work at a factory, at the port or in a shift-based job. For a father coming home from the night shift and a mother leaving early in the morning, daycare hours are often not enough. The solution for these families is a caregiver who stays at home and works legally. A foreign caregiver work permit is granted for childcare, elderly care, care of a person with a disability and patient companionship; a permit cannot be obtained for cleaning or housework alone.

For childcare, the mother or father applies. The Ministry looks at the family's regular income, the child's age, and the caregiver's experience and Turkish language skills; there is no fixed income threshold. For couples working shifts, regularly documenting both salaries strengthens the file. The caregiver's salary cannot be lower than the minimum wage, and the caregiver is registered with the Social Security Institution (SGK). Residence permit in Kocaeli (ikamet / oturma izni)

Foreigners without a work permit need a residence permit to stay legally in Kocaeli. The application is made through the e-İkamet online residence permit system; once the system gives you an appointment, you go to the Kocaeli Provincial Directorate of Migration Management with your documents. For foreigners who live in Gebze but work in Istanbul, the rule is simple: the residence permit is handled in the province where the foreigner actually lives.

In Kocaeli, the family residence permit stands out, especially for the spouses and children of foreign engineers, alongside the student residence permit for university students and the short-term residence permit for retired or independently living foreigners. The card fee is 964 TL, and the permit fee varies by nationality. The current tariff of the Presidency of Migration Management (PMM) is the reference for the exact amount.

One detail not to forget: a valid work permit also counts as a residence permit. An engineer working at your factory on a work permit does not need a separate residence permit; however, a family residence permit file must be prepared separately for their spouse and children.
