Files for a work permit in Bursa are as diverse as the city's economy: a foreign mold maker for an automotive supplier, a sales manager for a textile exporter, seasonal staff for a hotel on Uludağ, or a foreign caregiver to look after the child of a working couple in Nilüfer. At the side of employers, families and foreigners in Bursa since 2010, Fast Danışmanlık manages foreign work permits, foreign caregiver work permits, residence permits and Turkish citizenship through real estate from start to finish.

Which sectors drive demand for work permits in Bursa?

Bursa is one of the centers of the automotive industry in Turkey (officially Türkiye). Hundreds of supplier companies operate around the main manufacturing plants in Osmangazi and Nilüfer and in the organized industrial zones (OSBs) of Nilüfer, Gürsu, Kestel and Demirtaş. The city's long-established textile and home textile tradition, İnegöl's furniture production and exports, and the port and logistics activity in Gemlik are its other strengths.

Then there is tourism: the hotels on Uludağ in the winter season, the thermal facilities in Çekirge all year round, the historic bazaars and İznik. In recent years Bursa has also drawn foreigners who want to buy a home and settle here. This picture means that corporate work permits, household employment files, and investment and citizenship files all have to be handled side by side in the same city.

Work permit in Bursa for supplier, textile and tourism employers

The employer applies, and the permit is issued for the workplace where the foreigner will work. The whole process runs through the e-İzin system of the Ministry of Labour and Social Security (MoLSS) via e-Devlet (Turkey's e-Government portal); there is no physical application point in Bursa. For the employer's obligations and the document list, see our company work permit page.

Furniture manufacturer in İnegölDesigner, marketing managerMatch between the job description and the diploma
Hotels on Uludağ and in ÇekirgeSeasonal hotel and spa staffCompleting the application before the season

The assessment looks for at least 5 Turkish citizens employed for each foreigner; paid-in capital of at least 500,000 TL, or net sales of at least 8,000,000 TL, or exports of at least 150,000 USD; and a salary declared in line with the position. Workplaces with net sales of 50,000,000 TL or more in the last year are exempt from the employment criterion for up to 5 foreigners.

Is the employee coming from abroad or already in Turkey?

Factories in Bursa often bring in engineers and master craftsmen from partner or customer facilities abroad. In that case, the foreigner applies for a work visa at the Turkish consulate in their country, and the employer uploads the documents to the e-İzin system within 10 days. If the employee is already in Turkey, an application from within the country requires a residence permit valid for at least 6 months. We work out together which route will be faster by looking at the employee's current status. You can check the minimum salary for the position with our foreign employee salary calculator.

Timing for seasonal staff

If you are planning foreign staff for the winter season on Uludağ or the summer peak, apply at least a few weeks before the season starts. Complete files are usually concluded within 30 days, and after approval the fee must be paid within 30 days.

Foreign caregiver work permit in Bursa

Many families in Bursa are "sandwich generation" households, with both a young child and elderly parents to look after. In such a home, the first question is which type of care the application will be based on, because the applicant changes accordingly. For childcare, the mother or father applies. For elderly care, the person in need of care or one of their first- or second-degree relatives can be the applicant.

A foreign caregiver work permit is granted only for childcare, elderly care, care of a person with a disability and patient companionship; no permit is issued for cleaning or housework. The Ministry does not look for a fixed income figure; it considers the family's socio-economic situation and regular income. The caregiver's salary cannot be lower than the minimum wage, and the 2026 gross minimum wage is 33,030.00 TL; these amounts apply to 2026 and are updated whenever the legislation changes. We have answered the questions of people looking for a caregiver for their parents in our article on the elderly and patient caregiver work permit.

Residence permit in Bursa (oturma / ikamet izni)

Foreigners who want to live in Bursa apply through the e-İkamet online residence permit system and then attend the appointment at the Bursa Provincial Directorate of Migration Management with their documents. Foreigners who own a home in Bursa can apply for a short-term residence permit with their title deed (TAPU), while tenants must document their address with a notarized lease agreement. To learn the process step by step, read our how to get a residence permit page.

  • Passport, a copy of the passport and 4 biometric photographs
  • Valid health insurance
  • Title deed or lease agreement
  • Proof of sufficient financial means
  • Payment receipts for the fee and the 964 TL card fee

The fee varies by nationality; the current tariff of the Presidency of Migration Management (PMM) is the reference for the exact amount. Some neighborhoods may be closed to foreign registrations under the population density rule, so we run this check before you buy or rent a home.

Turkish citizenship through real estate in Bursa

For foreigners who want to buy a home in Bursa and become Turkish citizens, the basic requirement is to acquire property worth at least 400,000 USD and have a 3-year no-sale annotation placed on the title deed. The property must be a residence with condominium ownership established or a plot with a building on it; vacant land and fields are not accepted. A certificate of eligibility is then obtained from the relevant authority, and the Turkish citizenship application is filed.

A mistake in the valuation, the payment documents or the annotation procedure can make the entire investment useless for citizenship purposes. That is why, in our citizenship by investment service, we step in before you choose a property. For those who want to progress toward citizenship through the general route (5 years on an uninterrupted work permit) rather than investment, our roadmap from residence permit to Turkish citizenship will also point the way.

Bursa: frequently asked questions

No. The work permit application is made online by the employer via e-Devlet and assessed by the Ministry. The only place you need to go in person in Bursa is the appointment at the Bursa Provincial Directorate of Migration Management for a residence permit.

As a rule, 5 Turkish employees are required for each foreigner, and for jobs requiring skilled craftsmanship a salary of at least 2 times the gross minimum wage must be declared. You can calculate your quota with our how many foreigners can my company employ tool.

You can apply if you buy a property worth at least 400,000 USD (with condominium ownership or a building on it) and have a 3-year no-sale annotation placed on the title deed. For a preliminary assessment, you can use our citizenship eligibility test.

Yes, but a work permit is mandatory for each foreigner, and the permit is issued for the hotel's workplace. Since complete files are usually concluded within 30 days, we recommend applying before the season starts.

The renewal application can be made starting 60 days before the permit expires and must be completed before it runs out. Missing the deadline creates a risk of overstay and fines, which is why we track the dates for you.
