Turkish Citizenship Application After a Residence Permit: A Step-by-Step Roadmap (2026)
Contents (16 sections)

For many foreign nationals living in Turkey on a residence permit, the long-term goal is the same: Turkish citizenship. But a Turkish citizenship application is not simply a matter of handing in a petition at the end of your fifth year. The fate of the application is often decided by the residence permit type chosen on day one, by a missed extension date, or by a number of days abroad that was exceeded without anyone noticing. In this guide we walk you, year by year, along the road from your first entry into Turkey to the citizenship decision, and we compare the 5-year general route, the 8-year long-term residence permit, and the marriage and investment routes.

If you would like to see all the citizenship requirements and application types in more detail, visit our Turkish citizenship page.

How do you move from a residence permit to Turkish citizenship?

Moving from a residence permit to Turkish citizenship means applying through the general route under Article 11 of the Turkish Citizenship Law (No. 5901) as a foreign national who settled in Turkey (officially Türkiye) on a residence permit, then moved onto a work permit and has worked for 5 years on an uninterrupted work permit counting back from the application date (with no gap between permits), who has not spent more than 12 months in total abroad during that time, and who meets the other requirements. Time on a residence permit does not count toward the 5 years of the general route.

8 yearsRequired for a long-term residence permit

Which route suits you? Comparing the routes to Turkish citizenship

There is no single road to Turkish citizenship. The table below compares the main options open to a foreign national living in Turkey on a residence permit in terms of duration, core requirements and outcome:

RouteMinimum periodCore requirementsTurkish language and assessmentOutcome
General route (work permit)5 years on an uninterrupted work permitNo more than 12 months abroad in total, income, good moral character, general health, no public order obstacleSufficient Turkish, commission assessmentTurkish citizenship (Art. 11)
On a residence permit (short-term, family, student)Does not count toward the general routeProvides legal stay but is not added to the 5 years of the general route; the period starts when you move onto a work permit-Taken into account in the long-term residence calculation
By marriageAt least 3 years of marriageLiving together as a family unit, the marriage actually continuing, no activity incompatible with the marital unionFamily unit investigationTurkish citizenship (Art. 16)
Investment (exceptional route)No minimum period requiredReal estate of at least 400,000 USD (3-year no-sale annotation) or other investment options of 500,000 USDThe work permit period and language requirements of the general route do not apply; a security investigation is carried outTurkish citizenship (Art. 12)
Long-term residence8 years of uninterrupted residenceNo social assistance received in the last 3 years, sufficient income, health insurancePublic order assessmentIndefinite residence status (not citizenship)
Turquoise CardHolding the cardQualified foreign national status granted for education, professional experience, contribution to science and technology, or investmentExceptional route assessmentPossibility of citizenship through the exceptional route

Besides these routes, there are also special provisions for descent and birth, adoption, reacquisition of citizenship, and Blue Card holders (people who were Turkish citizens by birth and later obtained permission to renounce Turkish citizenship). This guide focuses on the routes most often followed by foreign nationals living in Turkey on a residence permit.

Getting started: Entering Turkey and your first residence permit

The first step on the roadmap is to file your first residence permit application on time after arriving in Turkey with a visa or visa-free entry. The application is made through the e-İkamet system (the online residence permit system), after which you attend an appointment with your documents at the Provincial Directorate of Migration Management (the provincial office of the Presidency of Migration Management, PMM). How long you can stay in Turkey on a visa or visa-free depends on your nationality; if you do not file your first application before this period ends, you face both an overstay fine and the risk of a residence chain that got off to the wrong start. A complete first application is the first link in your history of legal stay in Turkey; for details, see our residence permit page.

  • Application form, passport and a copy of it
  • 4 biometric photos
  • Health insurance valid in Turkey
  • Proof of address (rental contract or title deed); check that the neighborhood is not closed to foreigners
  • Declaration and documents of financial means
  • Receipt for the fee and card fee (card fee in 2026: 964 TL)

Your starting point, by profile

  • If you will work in Turkey: The strongest start is for your employer to apply for a work permit; a work permit replaces a residence permit, and the 5 years of the general route run from the date your work permit starts.
  • If you are retired or own a home: You can start with a short-term residence permit; you will need to document your regular income and your address. This time gives you legal stay but does not count toward the 5 years of the general route; in the long run, a long-term residence permit or the investment route may suit you better.
  • If you are a student: Start with a student residence permit and plan to move onto a work permit without any gap when you graduate; the 5 years of the general route run from the date your work permit starts.
  • If you are married to a Turkish citizen: You can secure your legal stay with a family residence permit and consider the marriage route once you have completed 3 years of marriage.
  • If you will invest: You can consider the exceptional route without waiting for a residence period; however, you must maintain your legal stay with a residence permit until your file is concluded.

Choosing the right permit type: which permits count toward the period?

For someone aiming for citizenship, the permit type determines not only the present but also where you will stand five or eight years from now. The table below summarizes how commonly used permit types are treated in the calculation for citizenship through the general route and for long-term residence:

Permit typeCitizenship through the general route (5 years)Long-term residence (8 years)Watch out
Short-term residenceDoes not countCountsGranted for a maximum of 2 years at a time
Family residenceDoes not count (the marriage route is assessed separately)CountsGranted for a maximum of 3 years at a time
Student residenceDoes not countHalf the period countsA change of type is needed at graduation
Work permitCounts; this is the period the general route is based onCountsEven a one-month gap between two permits resets the 5 years
Long-term residenceDoes not count-Indefinite status
Temporary protection, humanitarian residence, international protectionSpecial rules; temporary protection generally does not countNo direct transition to long-term residenceLegal assessment needed
An important note for students

In the calculation for a long-term residence permit, only half of the time spent on a student residence permit is taken into account. For citizenship through the general route, the student period does not count toward the 5 years; the period runs from the date your work permit starts. That is why moving onto a work permit without any gap after graduation is critical.

Years 1–5: Building up time toward citizenship with 5 years on a work permit

The period from year one to year five is the longest and most error-prone part of the roadmap. During this period the goal is to build an uninterrupted, documentable and consistent work permit history. A delay that seems minor or an unplanned long trip can reduce the value of time accumulated over years, so make a habit of doing a short check at the end of each year.

What does an uninterrupted period mean?

On the general route, an uninterrupted period means working in Turkey continuously on a valid work permit. Even a short gap of one month between two work permits resets the count and the 5 years start again; a long absence abroad or the cancellation of a permit can also break this chain. In the citizenship assessment, the period is counted back from the application date, so the last 5 years of the chain must be complete. Periods when your permit was cancelled, or that you spent without a legal basis after a rejection, also count against you in this calculation.

The 12-month limit abroad

For citizenship through the general route, the total time spent abroad during the 5-year period must not exceed 12 months (1 year). In addition, staying abroad for more than 6 months in a single trip can cause problems even if you do not exceed the total limit. An example calculation:

YearDays spent abroadCumulative total
Year 14040
Year 295135
Year 360195
Year 4120315
Year 530345

In this example, the total of 345 days stays below the limit; however, a two-month trip planned in year 5 would push the total above 365 days and put the application at risk. Check the entry and exit stamps in your passport and your official entry-exit records regularly.

To enter your own trips and see your total days abroad and the earliest date on which you can apply, use our residence duration calculator.

Don't miss extensions or create gaps

An extension application for a work permit or a residence permit can be filed starting 60 days before the permit expires and must be completed before it runs out. Even an application filed a few days after the permit has expired can mean both an overstay fine and a break in the chain of permits; for a work permit, that break resets the 5 years for citizenship.

If an extension or change of type is rejected, you need to take the right step quickly, based on the reason for rejection. We cover all the scenarios in our guide what to do if your residence permit is rejected.

Show your intention to settle through your conduct

The law requires applicants to show through their conduct that they have decided to settle in Turkey. This requirement is proven not by a form but by a way of life built over the years: a regular job or income, a home you actually live in in Turkey, your children's school enrollment, tax and Social Security Institution (SGK) records, efforts to learn Turkish, and social ties. Documents showing these ties are among the strongest supports of your application file.

Archive your documents year by year

Trying to collect documents retroactively in year five wastes time and increases the risk of an incomplete file. We recommend keeping digital and paper copies of the following documents every year:

  • All residence permit cards and work permit documents
  • Receipts for fees and card fees
  • Rental contracts, title deeds and address registration documents
  • SGK service statements, payslips or tax records
  • A list of travel dates and your entry-exit records
  • Turkish course or education certificates

Does time on a work permit count toward citizenship?

Yes. On the general route to citizenship, the period that counts is precisely the time spent on a work permit; time in Turkey on a work permit is also taken into account in the long-term residence calculation. That is why completing five years while working for an employer and renewing your work permit without any gap is the most solid route to citizenship.

What you need to watch out for is changing jobs. A work permit is tied to a specific employer; when you leave your job, your permit ends, and a gap may arise until the new employer's application is concluded. Even if that gap is only one month, the 5-year period for citizenship resets; plan any change of job so that the new permit starts without a gap. We explain employers' obligations in this process in detail in our guide to hiring foreign employees. In addition, foreign nationals who have held legal work permits for at least 8 years can also apply for an indefinite work permit.

If you work in a qualified profession, also consider the Turquoise Card option. The Turquoise Card is granted to foreign nationals who stand out for their level of education, professional experience, contribution to science and technology, or investment, and cardholders also have the possibility of citizenship through the exceptional route.

Once the 5 years are complete: Applying for Turkish citizenship through the general route

Once five years on an uninterrupted work permit are complete, the Turkish citizenship application is filed with the Provincial Directorate of Civil Registration and Citizenship (İl Nüfus ve Vatandaşlık Müdürlüğü, the provincial civil registry office) in the province where you live; for those abroad, the competent authorities are the consulates. Do not apply until you are sure that the period counted back from the application date is complete.

Requirements for citizenship through the general route

  • Being of legal age and having the capacity to discern (sound mind)
  • Having resided in Turkey without interruption for 5 years, counting back from the application date (in practice, this means time on a work permit with no gaps)
  • Showing through your conduct that you have decided to settle in Turkey
  • Not having a disease that poses a danger to public health
  • Being of good moral character
  • Being able to speak sufficient Turkish
  • Having an income or profession sufficient to support yourself and your dependents in Turkey
  • Not being in a situation that constitutes an obstacle in terms of national security and public order

Typical application documents

The document list varies according to your marital status, nationality and family; you need to confirm the current list with the directorate where you will apply. Most files require the following:

  • Application form and biometric photos
  • Certified translation of your passport or identity document
  • Birth certificate and civil status documents (marriage, divorce, death certificates), duly certified and translated
  • Documents showing your residence permit history and entry-exit records
  • Proof of income or profession (employment contract, SGK statement, tax registration certificate, etc.)
  • A health report showing your general state of health
  • Receipt for the application fee or service charge (amount according to the current tariff)

Final check before applying

  • There is no gap in your 5-year work permit chain counted back from the application date.
  • The total time spent abroad in these 5 years does not exceed 12 months, with no single absence longer than 6 months.
  • Your current residence or work permit is valid and does not expire soon.
  • There is no unpaid overstay fine or unresolved entry ban record.
  • Your income documents are up to date and show a regular source of livelihood.
  • The certifications and translations of your foreign documents are complete.

Turkish language and the commission interview

In applications through the general route, a citizenship investigation commission set up at the provincial level interviews the applicant. In this interview you may be asked about your level of spoken Turkish, your integration into Turkish society, and your life, work and family in Turkey. The aim is not an exam but to see in person whether the requirements of the law are actually met.

The best way to prepare for the interview is to use Turkish in everyday life throughout the five years. Being able to keep up a simple conversation and to talk about yourself, your work and why you want to live in Turkey is the basic level expected.

The process after you apply

  1. Acceptance of the file

The documents are examined at the directorate; if anything is missing, you are asked to complete it.

  2. Commission interview

The citizenship investigation commission assesses your Turkish, your integration and your intention to settle.

  3. Investigations

Security and public order investigations are carried out and the file is reviewed centrally.

  4. Decision

The Ministry's decision is communicated to the applicant. The assessment period is long and varies from person to person.

  5. Civil registration and ID card

After a positive decision, your civil registry record is created; you can then apply for a Turkish national ID card and, if you wish, a Turkish passport.

Keep your residence permit valid during the process

Having applied for citizenship does not remove the residence permit obligation. Until the decision is issued, keep track of your residence permit's expiry date and extend it on time; avoid long trips abroad during this period as well.

Alternative 1: A long-term residence permit after 8 years

A long-term residence permit is not citizenship, but it provides an indefinite residence status. Foreign nationals who have resided in Turkey for 8 years without interruption, have not received social assistance in the last 3 years, have sufficient income and health insurance, and pose no public order obstacle can apply.

  • Advantages: No more extensions; it provides exemption from the assessment criteria in work permit applications and gives you the option of applying for an indefinite work permit.
  • Limitations: It does not grant citizenship rights; there is no Turkish passport and no right to vote or stand for election.
  • Who is it a good fit for? Foreign nationals who want to stay in Turkey permanently but may face dual citizenship problems because of their nationality, or who do not yet meet one of the citizenship requirements.

Remember that in the long-term residence calculation, half of the time on student residence permits counts, and that a direct transition from certain protection statuses is not possible.

A long-term residence permit and citizenship do not have to be alternatives to each other. Someone who applies for citizenship after completing five years on a work permit continues to protect their permit chain while awaiting the outcome; if citizenship does not come through for any reason, the long-term residence option is still on the table in year 8. We have also summarized the types of residence rights and the transition options on our how to get a residence permit page.

Alternative 2: Citizenship by marriage (at least 3 years)

For foreign nationals married to a Turkish citizen, the marriage route comes into play instead of the 5-year general route. The requirements on this route are:

  • Having been married to a Turkish citizen for at least 3 years
  • Living together as a family unit
  • The marriage actually continuing
  • Not engaging in any activity incompatible with the marital union
  • No obstacle in terms of national security and public order

Marriage does not grant citizenship automatically; an application must be made and it must be shown that the family unit genuinely continues. During this process the authorities may investigate the family unit on site. It is also important, both for your day-to-day situation and for the consistency of the file, that the foreign spouse is legally present in Turkey on a family residence permit throughout the marriage.

The most common mistakes on the marriage route are not registering a marriage concluded abroad with the Turkish civil registry, the foreign spouse staying on a permit other than a family residence permit, and the spouses living at different addresses. Inconsistencies like these can raise questions about whether the family unit actually continues. We manage the whole process, from the marriage procedures to the application, as part of our marriage in Turkey service.

Alternative 3: The fast route through investment (400,000 USD)

For foreign nationals who do not want to wait out the 5-year period, citizenship through investment is possible via the exceptional route. On this route the general route's requirement of 5 years on a work permit does not apply; however, the investment must be documented with a certificate of conformity issued by the relevant authority.

Investment typeMinimum amountCore condition
Real estate acquisition400,000 USDA 3-year no-sale annotation on the title deed (TAPU); condominium ownership or land with a building on it (land without a building and farmland are not accepted)
Fixed capital investment500,000 USDCertified by the relevant authority
Bank deposit500,000 USDMust be kept for 3 years
Government debt instruments500,000 USDHeld for 3 years
Real estate investment trust (GYO) or venture capital investment fund (GSYF) shares500,000 USDHeld for 3 years
Job creationAt least 50 peopleCertified by the relevant ministry

Although the investment route is called "fast," the assessment period varies by file and no definite timeframe can be promised. Technical details such as the valuation of the property, documentation of the payment through banking channels and the title deed annotation are the most critical points of the file. Inconsistencies between the sale price on the title deed, the valuation report and the bank records can cause problems at the certificate of conformity stage. It may also be possible to reach the total amount with more than one property; in that case, the annotation and valuation requirements must be met separately for each property.

For those planning to invest in cities popular with foreign homebuyers, such as Istanbul and Yalova, we run the process end to end as part of our citizenship by real estate investment consultancy.

What about your family? Spouse and children

When planning for citizenship, you should also think about your family members' situation from the outset. Minor children of a parent who acquires Turkish citizenship can acquire citizenship along with that parent, subject to legal conditions such as the consent of the other parent. The foreign spouse's situation is assessed separately; the spouse can apply under their own conditions through options such as the general route or the marriage route. In applications through investment, including the spouse and minor children in the file may also come into play.

During this process, it is important that the spouse's and children's family residence permits continue without interruption. A family residence permit is granted for a maximum of 3 years at a time; the children's school enrollment and the family's shared address are also strong indicators of the intention to settle.

Is dual citizenship possible?

Turkish law generally allows foreign nationals to keep their existing citizenship when they acquire Turkish citizenship. However, the legislation of some countries may provide that people who acquire another country's citizenship lose their own. Checking your own country's citizenship rules before applying helps you avoid surprises, especially regarding property, inheritance and military service.

What happens if your Turkish citizenship application is rejected?

The citizenship decision is subject to the broad discretion of the authorities, and meeting the requirements does not by itself mean acceptance. When an application is rejected, the most common reasons are that the 5-year work permit period or the number of days abroad does not meet the requirement, the level of Turkish is found insufficient, the intention to settle or the source of livelihood is not adequately shown, and the outcome of security investigations.

If the reason for rejection is a fixable shortcoming, you can reapply once the requirements are met. If you believe the decision is unlawful, the administrative court route can also be considered; such court proceedings are handled through our partner attorneys. The rejection of a citizenship application does not automatically end your current residence permit; however, you need to keep tracking its validity.

Leave the process to the experts and save timeMissing documents and incorrect applications are the most common reasons for rejection. Let’s get your file right from the start.

Sample timeline: from residence permit to citizenship, year by year

Common mistakes in Turkish citizenship applications

  • Miscalculating the period: Counting the 5 years of the general route from the first residence permit or the date of first entry into Turkey instead of from the start of the work permit.
  • Exceeding the 12-month limit: Not noticing that the total of short trips has gone over one year.
  • Delaying extensions: Applying after the permit has expired and creating a gap in the chain; for a work permit, even a one-month gap resets the 5 years.
  • Staying on the wrong permit type: Continuing on a student residence permit after graduation, or working while holding a tourist residence permit.
  • Preparing documents late: Leaving the certification and translation of birth and civil status documents until the last month.
  • Neglecting Turkish: Not learning Turkish for five years and trying to prepare just before the interview.
  • Ignoring your violation history: Not taking into account an unpaid past overstay fine or an entry ban record.
  • Letting your residence permit lapse after applying: Not extending the residence permit because you have applied for citizenship.

Frequently asked questions

Time on a residence permit does not count on the general route. Citizenship through the general route requires 5 years on an uninterrupted work permit counted back from the application date, and even a one-month gap between two permits resets the count. The period alone is not enough either; requirements such as sufficient Turkish, income, good moral character, general health and no public order obstacle are assessed together.

For an application through the general route, the total time spent abroad during the 5-year period must not exceed 12 months. A single absence of more than 6 months can also cause problems. You can check your day count with the residence duration calculator.

In the long-term residence permit calculation, half of the time on student residence permits counts. For citizenship through the general route, the student period does not count; the 5 years run from the date your work permit starts. Moving onto a work permit without any gap after graduation is important.

Yes. On the general route to citizenship, the period that counts is time on a work permit; it is also taken into account in the long-term residence calculation. When changing employers, there must be no gap between permits: even a one-month gap resets the 5 years.

A long-term residence permit is an indefinite residence status granted after 8 years of uninterrupted residence; it is not citizenship and does not give you a Turkish passport or the right to vote and stand for election. Citizenship, by contrast, is a full legal status you can apply for through the general route after 5 years on an uninterrupted work permit.

To apply through marriage, you must have been married to a Turkish citizen for at least 3 years and live together as a family unit, and the marriage must actually be continuing. Marriage does not grant citizenship automatically; there is an application and assessment process.

Those living in Turkey apply to the Provincial Directorate of Civil Registration and Citizenship in the province where they reside; those abroad apply to Turkish consulates. Confirm the document list with the relevant directorate before applying.

In the commission interview you may be asked about your level of spoken Turkish, your life in Turkey, your work, your family and your integration into society. The aim is to see that the requirements of the law are actually met; using Turkish in everyday life is the best preparation.

In applications through investment via the exceptional route, the 5-year work permit period and Turkish language requirements of the general route do not apply. However, the investment must be documented with a certificate of conformity and the security investigations must conclude positively.

The assessment period varies according to the application route, the content of the file and the investigations carried out; no definite timeframe can be given. A complete file helps prevent unnecessary document requests and delays. For details, see our Turkish citizenship application page.
